All for a More Adaptive Phillipines
Unfortunately, the Philippines has been confronted with numerous natural and economic risks which require both fitness and flexibility. Although economical, the country is vulnerable to natural disasters including typhoons, earthquakes and volcanic activities because it lies in the Pacific Ring of Fire. These disasters result in the collapse of structures, people being forced out of their homes, and increasing pressure on the economy. Adding to these disadvantages, climate change impacts such as; water shorelines and enhanced climate volatility add on the list of weaknesses. Apart from natural disasters there are socio-political factors including poverty, corruption and poor infrastructure that slow down the nation’s development in one way or the other. These challenges further evoke the necessity of a flexible and prepared Philippines.
Due to these challenges, the Philippine Government, together with different stakeholders, has developed several strategies for establishing resilience. Measures are such as the establishment of DRRM frameworks, improvements in the early warning systems, and climate change mainstreaming in national/ local development strategies. Other stakeholders consist of the NGOs and international agencies since they are usually involved in the provision of humanitarian assistance and support capacity development to affect nations. Also, efforts are being made on publicity measures as well as institutional activities such as community sensitization to increase the level of preparedness among the populace. Such emergent initiatives intended to strengthen the nation’s resilience to risks and to foster post-disaster reconstruction.
Thus, there are a number of issues to be addressed in the quest for a more ‘flexible’ Philippines. One of these key considerations is inadequate funding and resource mobilization to support the establishment of efficient DRRM programmes and structures as well as the realization of basic infrastructural development. These are however limited by issues such as corruption and bureaucratic procedures in the implementation of these policies. However, that albeit slowly, there has been a shift to the better in the urban areas and the retrogression on the rural areas disaster preparedness and basic amenities. Climate change impacts are gradually increasing and the development of measures to adapt is gradual and dynamic calling for more efforts and cooperation with other countries. These challenges will be very important to address so that the Philippines will not only be able to survive but to move forward in the times of difficulties.
